POLICE OFFICERS' EDUCATIONAL BONUS PAY

You asked us to survey 39 police departments that pay bonuses to police officers with college degrees to determine (1) how much they pay and (2) how many officers receive bonuses. The 39 departments were identified in the 1999 American Federal, State, and County Municipal Employees Union, Council 15 Wage & Benefits Survey.

DISCUSSION

Thirty-three of the 39 police departments pay bonuses, in addition to the officers' regular salary for educational degrees earned (Table 1), including 18 that also pay for credit hours earned. The following six departments pay only for credit hours earned: Farmington, Hamden, New Milford, Rocky Hill, Wallingford, and Waterford.

Table 2 shows how much departments pay police officers with degrees. (Departments pay bonuses weekly, quarterly, or annually; OLR used annual figures. ) All thirty-three pay bonuses for Bachelors degrees, 26 for Associates degrees, 17 for Masters degrees, and two for law or doctoral degrees (Table 2).

Table 3 provides information on the number of departments that offer bonuses to officers by degree earned and within specific pay ranges. Table 4 displays the total number of officers receiving bonuses within specific pay ranges. There are 661 officers receiving bonuses for Bachelors degrees, 238 for Associates degrees, 72 for Masters degrees, and one for a law or doctoral degree (Table 4). Table 5 shows the number of officers, by individual police department, currently receiving bonuses.
